BRIEF in collaboration with Federation of India Chambers of Commerce and Industry (FICCI) carried out a Business Perception Study of Indian Industry, to gauge the business climate as felt by the Micro Small and Medium Enterprises (MSMEs).

The objective of the study was to understand industry’s growth perceptions and expectations of Indian industry players. More specifically, the study envisaged an understanding of the growth perceptions and expectations of Indian industry players on broader parameters like cost of production, industrial policy, economic growth, fiscal, monetary and trade policies, inflation and employment. The policies and the schemes of the government that interface with activities of the small firms were specific to the subject matter of the survey inquiry, which covered 78 per cent of firms with turnover less than Rs. 100 crore.

The respondents from the firms with lowest turnover range expected better growth in the next two years compared with next six months while respondents from the firms in the higher turnover range believed in negligible growth.

There is broad consensus on some of the crucial aspects. First, Indian tax structure is not conducive to help business growth, and the same is true for the indirect taxes imposed by the government. A rollout of GST is anticipated to bring in a sea of changes in the current distortionary tax regime. Second, there is a broad agreement on exchange rate intervention to plug the slide of Indian currency.

Indian industry, the pillar of the Indian economy is passing through a challenging phase. The industry which is one of the strongest influences on GDP has not been performing to the level it did, especially during the 10 years of steady 8% growth. But perception of the Indian industry, specifically that of MSMEs is positive and a comforting outlook on the future of this segment of the industry. There is no doubt that there are issues and challenges affecting growth, but regardless of these obstacles, the MSMEs believe that not only can the industry improve but it can carry, on its shoulders, a part of the economy as well.

BRIEF in collaboration with Federation of Indian Chambers of Commerce and Industry (FICCI) carried out a study titled Lack of Affordable and Quality Power: Shackling India’s Growth Story to understand the impact of power shortages on the industry of the country. With a total sample of 650 companies, in 20 different sectors, the study was aimed at understanding the current problems faced by these sectors with the intermittent power supply, the measures used to negate this shortage and the solutions both private and public players should be adopting to curb the potentially negative impact.

While there has been some investment and calls for increase in power capacity, a third of Indian citizens, especially in the rural parts of the country remains without power, as does 6% of the urban population. India suffers from an acute shortage of electricity and power, even after being the fourth largest consumer of electricity and power in the world. In India, with a population of 900 million (1.2 billion minus 300 million without power), the per capita consumption stands at 96 KWh in rural areas and 288 KWh in the urban regions.

The burgeoning demand with shortage in supply has resulted in intermittent power cuts across India at a regular basis. There have been two instances of major cuts in the country as well. The January 2nd 2001, power cut resulted in a loss of 2.5 billion rupees to the industry, while the second black out on 30th July 2012, which continued till 31st July 2012, shut down northern industry completely.

While the research data painted a rather grim picture of the current scenario in the power sector, the survey results showed a different view. Where the data may suggest that India Inc may be negatively impacted by the power situation of the country, it was surprising to discover that other than an increase in costs mainly that in fuel, there was minimal impact of power failures and outages on the various businesses. It revealed that the business owners across the country have adapted rather well, by installing back up or captive units, negating the impact on operations, production and various other processes of their enterprises. The original premise that power failures, especially the larger ‘black outs’, had a serious negative impact on the Indian businesses was challenged.

BRIEF, in collaboration with GIZ undertook a study under Micro, Small & Medium Enterprises Financing and Development, to assess the credit gaps in 10 MSME clusters in India. The objective of the study was to map clusters and cluster actors – non-financial gaps and infrastructure gaps (10 clusters in 6 industrial segments), assess the multi-sectorial needs of these clusters (value chain mapping), map the gaps in short, medium and long term (capacity mapping, hard infrastructure) and prepare a growth profile (current status, issues hampering with growth and future potential) for those clusters in consultation with GIZ and SIDBI.

The study indicated that there were huge credit gaps in financial year 2009, which on an average is 50% of the estimated credit requirement. This study further indicated that in order to widen the scope of financial inclusion, avenues have to be found beyond the banking sector to reach out to the MSME sector. In this perspective, GIZ felt there is a research gap in studying and understanding the non-financial gaps for MSME support services. Accordingly, the study was launched to estimate the non-credit gaps in 10 MSME clusters in India. MSMEs need various services at different stages of their development for e.g. during start-up stage, consolidation stage, growth stage, diversification, etc.

BRIEF conducted an analytical study to capture the current status and requirements through secondary and primary research. We developed research guidelines (assessment tools) for key stakeholders (cluster actors) and opinion leaders through close consultations with experts. Data was collected through a mix of quantitative and qualitative methods. At least 30 MSME respondents were identified for each cluster and well-distributed across micro, small and medium enterprises.

The recommendations were given at cluster level considering the various aspects like Marketing Gaps, Government BDS Gaps, Private BDS Gaps, Skill Gaps, Energy Efficiency Gaps, Environment Gaps, ICT Gaps, Quality Gaps and Policy Gaps among others.
