									<div>Passenger movement between India and Nepal reflects the historical, cultural and religious ties between the two countries, based on the India-Nepal Treaty of Peace and Friendship of 1950. The treaty allows for free movement of goods and passengers across the open border. Further, the Regulation for Passenger Traffic between the two countries as well as the BBIN Motor Vehicles Act govern passenger/vehicular movement between the two countries.</div><div> </div><div>Bilateral passenger movement between India and Nepal is influenced by various factors such as economic opportunities, tourism potential, social and religious ties, etc. Roadways connect the two countries through multiple ports of entry and exit. Road transport is the most common and convenient mode of travel between India and Nepal, as it offers flexibility, affordability and accessibility. There are several designated crossing points along the border that provide immigration and customs clearance for passengers travelling on foot or by vehicles.</div><div> </div><div>To improve the infrastructure and security at the various ports of entry/exit, India and Nepal have agreed to develop Integrated Check Posts (ICPs) at major border crossings, to provide modern facilities and amenities for smooth and efficient movement of people and goods. However, there are still some roadblocks both at the regulatory and operational levels which hamper seamless movement of passengers across the border.</div><div> </div><div>In order to mitigate the existing challenges and facilitate bilateral passenger movement, the passenger vehicle movement can be directed through the ICPs. This would potentially improve operational feasibility and efficiency, leading to reduced logistics costs as well as enhanced bilateral trade and people-to-people cooperation. However, this requires improving connectivity and understanding the perception of the masses using these land ports, as they may have different preferences, expectations and apprehensions regarding movement through the ICPs.</div><div> </div><div>In the above context, the principal aim of this study has been to assess the existing vehicular and passenger movement – for travellers formally going to the hinterland of both countries (covered under the BBIN MVA, comprising 17 routes and 18 check points) – and to explore the possibilities of utilising the ICPs on both sides as integrated facilities to facilitate the same. The study has covered four ICPs on the Indian side i.e., ICP Raxaul, ICP Jogbani, ICP Sonauli and ICP Rupaidiha, and has tried to explore the existing routes of travel, modes of travel, stakeholders, operational aspects, regulatory framework, etc. </div><div> </div><div>The study has also gathered perception-based feedback from various stakeholders to explore the possibilities of redirecting the existing traffic to the ICPs. Special focus has been on understanding the modus operandi of vehicular movement into the hinterland of both countries, including permits, regulations, charges, insurance, vehicle tracking, etc. with a view to outline the challenges as well as gauge future requirements in the area.</div>								</div>

Further, intra-regional trade remains a key thrust area to ensure sustainable growth in the region.  </p><p>Over the years, several initiatives have been taken by Indian agencies to improve cross-border trade with the neighbouring countries. The Land Port Authority of India (LPAI), has established many Integrated Check Posts (ICPs) at the border crossings to facilitate the processes of immigration, customs, security, quarantine, etc. </p><p>Despite these developments, to improve cross-border trade, more needs to be done to improve border management as delays due to physical and non-physical barriers continue to hamper smooth movement of goods in the region. Inadequacies with respect to screening facilities, parking infrastructure, warehouses, testing facilities, etc. are visible at various border points. </p><p>To facilitate faster cross-border trade and increase competitiveness, coordinated border management, entailing synchronized and synergized documentation, development of common infrastructure as well as alignment of working hours and procedures at these border points is of utmost importance. This also aligns with the vision of the Government of India as part of the NTFAP (National Trade Facilitation Action Plan) Action Point 10 (Reference TFA provision: 8.2) and towards achieving the NTFAP target of bringing down the average import release time to 48 hours and average export time to 24 hours for land ports. </p><p>In consonance with the aforementioned context, this study provides an action plan for setting up coordinated border management between India and its neighbours (Bangladesh, Bhutan and Nepal), while carefully assessing the feasibility of common facilitation, in terms of development of infrastructure and alignment of regulatory procedures.  </p>								</div>

									<p>Asia and the Pacific have attracted significant attention from policymakers, the private sector, and development sector partners as a region well placed for India to expand its trade and economic partnerships. However, key legal, policy, and operational aspects need to be reviewed and adjusted to enable India to be a critical player in global value chains (GVCs). The topic holds its relevance with the recent emphasis by countries and multilateral institutions on the importance of restructuring strong and resilient supply chains, especially after the pandemic’s global disruptions. With the rise of globalization and technological advancements, Global value chains have become an integral part of the global economy, and countries that are well-integrated into these chains tend to experience faster economic growth and development. By participating in GVCs, India can benefit from greater access to new markets, technology, and skills, which can help enhance its competitiveness and increase exports. Additionally, integrating into GVCs can help India attract more foreign investment and create more jobs. India has made significant progress in this area in recent years, particularly in the information technology and services sectors. However, there is still potential for further integration into GVCs, particularly in manufacturing and other sectors. Thus, understanding the opportunities for India’s participation in GVCs is essential for policymakers, businesses, and investors seeking to leverage India’s potential in the global economy. This will enable TriDeP to focus on sectors and countries where gaps need to be filled, avoiding duplication of effort already underway or planned through other initiatives.</p><p>This report assesses the current status of developmental cooperation for Fiji in the identified sectors of disaster risk reduction, climate-smart agriculture, and renewable energy, and sets a background for India for an effective and efficient roadmap for development cooperation through relevant case studies and demand-supply mapping.</p><p> </p>								</div>

TriDeP plans to establish partnerships with government, civil society, business corporations, think tanks, and academic institutions to advance India’s development cooperation footprint in three sectors: disaster risk reduction, climate-smart agriculture, and renewable energy.</p><p>TriDeP seeks to identify countries in Asia and the Pacific where there is a potential demand for partnership with India and to prioritize its activities based on such identification. TriDeP believes that such identification needs can also be informed by other development cooperation initiatives to enable synergies among development cooperation partners as well as complementarities to maximize resource utilization. This will enable TriDeP to focus on sectors and countries where gaps need to be filled, avoiding duplication of effort already underway or planned through other initiatives.</p><p>This report assesses the current status of developmental cooperation for Timor-Leste in the identified sectors of disaster risk reduction, climate-smart agriculture, and renewable energy, and sets a background for India for an effective and efficient roadmap for development cooperation through relevant case studies and demand-supply mapping.</p>								</div>
